You have a dialup connection through the ISA to the Internet, correct?

You have a "satellite card" on the ISA server connected to the Internet
for "downlink traffic", correct?

If those are both correct, that means you have 2 internet connections
into the ISA server, and I do not think that will work unless you have a
third party add on like RainInfinity.
