Now you're mixing your tenses.
VPN is not "local", neither is it "remote", but a completely different
connection that IE handles separately from any other.

Connection Manager is your best bet here, since it can pre-configure IE
according to your desires when the VPN connection is established.

Yes but that works just for LANs, won't work for VPN connection. I
didn't include VPN on my original question, but I'm considering VPN as
part of my LAN.

The Firewall Client will do this for you if you have it installed.

Sorry if this question is kind of stupid, but I'm wondering if there is
a way for my laptop users to detect if they are connected to my network
or at home and set proxy preferences in IE accordingly.
