Deny inbound access to ISA using destination sets

I've been trying to use a "Block List" (destination set) with Site and
Content Rule for external sites.  (spammer/hacker)
I desire to block these  External sites from accessing all the ISA
server services rather than use individual "Packet filter or
"Application Filter" entries.
 
Packet filters do not have the flexibility to be applied to more than
one site at a time and bandwidth rules do not appear to be able to be
applied to achieve this. Routing rules do not appear to be capable of
redirecting the External site  to some other internet location. Hey that
would be grand... redirect/send a spammer/hacker to some internet
authority.
