You probably need to set up a packet filter(s) and/or protocol rule(s) to deny access to streaming ports and protocols. For example, Windows Media mms protocol uses port 1755. Real uses RTSP over port 554. Blocking these streaming protocols will not block HTTP streaming, which is an option on Windows Media Server and probably others. If HTTP streaming is enabled on a Windows Media Server it will default to port 80, but can be configured to another port. The actual stream itself will usually be served over UDP. Thus blocking UDP traffic may do the trick for most streaming (not all, because you can stream over TCP and some web-sites choose to do this).
