Demand Dial problems

Dear Sir,
I am newly implementing ISA on a test server Win2000 server SP2 using a
modem, I installed everything properly and installed ISA SP1 and
configured the routing and rules......
I got another test PC running Win98 I installed MSPCLNT.
The Problems is as follows:
If I manually connect to the internet and using IE i can browse freely
even tried running MSN and pop mail, However if the modem is disconnected
and i open IE with a URL in the address bar the server will begin
connecting and dialing to the ISP but will not authorise and the
connection will simply Stop and the server will keep redialing.
