Are the other servers forwarding requests to the DNS server which is the
sbs (ISA) machine?

Your DNS structure should be a follows

Create 1 forward zone for internal servers. ie. intcompany.net and a
reverse lookup up zone for PTR records for the 192.168.x.x network.

Then Create a second zone for external Zone information i.e company.com,
and a reverse lookup zone for your external IP's. You then point each NIC
with its ipaddress to the same server remembering to fill in the dns
suffix for this registration

I.E the 192.168 nic address to intcompany.net
and external 215.233.133.2 to company.com
