If it is a sometimes problem, then it is not a port open problem.

Check with your ISP for current DNS servers to use as forwarders.
(PacBell has been known to change them without letting people know.)

I configured my network so i rely on my internal dns servers, wich i
configured to use forwarders of my isp.
Sometimes with no reason browsing to sites is very slow or are unable to
display the site.
My isa server is behind a router, i think i must configure the router to
open port 53 to my isaserver, but i am not sure.
How has a answer for me??
