That's because you need to setup packet filtering to allow DNS zone
transfers, if DNS is on the same machine as ISA.

| We are running DNS Server on our ISA machine. I think I
| covered all the bases regarding port 53 (TCP and UDP), but
| for some reason, we are unable to perform DNS Zone Transfers
| to our secondary DNS server.

| When we turn off the Firewall Service, and kick the machine,
| Zone Transfers work once again.
|
| Is there anything else we need to be doing, in order to open
| up the correct ports, etc. - in order to get this working?
