Creating rules between internal networks

I have an ISAserver with 2 internal-  and 1 externalnetworks.
I would like to prevent computers from "internal network 1" all access
to "internal network 2" and computers on "Internal network 2" must have
full access to "Internal network 1".
It can´t be true that I need 2 ISAservers to make a DMZ zone with private
ip addresses.
Does anyone have a solution?
