If the users aren't too clued up try renaming the cpl file the netcpl.cpl  if 
you change the extension then it can't be access via the control pannel 
preventing them from changing there IP address.  Of course this will cause some 
problems.  You could always delete the file too, just keep on in a location you 
can get too.

The problem with that is that they can change that as well; there's no concept 
of "non-admin" users
in W9x...

If you have Win9x clients you can use Poledit (Policy Edit) to stop
access to Control Panel - Network properties. If you W2K client use
Group Policy to prevent access to the Local Area Connection.

Take them out of the administrators local group.
If you're using W9x or WinME, you're just going to have to beat them.
