Where do you get that?
There is no such model for this or any other MS product.
If you're talking about the AV signatures, this is the same model as offered by
any AV vendor.
Unlike any other vendor, signatures which are required to mitigate a vuln in a
MS product will be free, as always.
TGM MBE as a separate product is still under discussion. There are lots of
issues around that question.

With the release of TMG Medium Business Edition the era of free updates
kind of comes to an end. Not that it's moved to the Cisco/Sonicwall
realm of making you pay to keep it from becoming swiss cheese, but it
now includes filters that have to be subscribed to.
Which reminds me, anyone know if the EU requires TMG medium business
edition to be sold separately?

Windows also needs to be updated. And unfortunately ISA runs only on it.

Cisco ASA is a fine sacrificial edge device.
Let it stay there and try to absorb the unending L3 attacks so ISA can
do the heavy lifting at L4+.
Seriously; network layering is a basic premise of access control; if you
feel comfy having to manage multiple disparate devices to feel good
about security, then go fer it.
What you will (hopefully) quickly realize is that more often than not;
the pain is greater than the benefit.
The cost of Cisco maintenance far outweighs any benefits it provides
(unless you don't care to update it as required).
