Cisco Client Failure getting out behind ISA Server

I'm trying to use the Cisco VPN client through our ISA Server. I've
read the knowledgebase articles and have created the necessary protocol
rule and packet filters, but I just cannot get out.
I'm wondering where to start troubleshooting. When working with the
Tech at the other site, and looking at our collective logs, he sends,
but I never receive the final ack request, so the connection just hangs
and times out.
I have this same problem on all XP and Server 2003 machines with the
Microsoft VPN client as well. However, all 2000 servers can get out
with both clients.
Any help in troubleshooting this issue would be greatly appreciated.
