Cannot install service pack 1

Server:
PIII 800
256MB Ram
Win2k Server SP3 + Hot fixes
ISA Server 

When attempting to install Service Pack 1, I receive the error, ISA
Server not installed.

The ISA CD is the MSDN CD, which I've used on previous installs and
service pack 1 applied fine.

The proxy is working fine, it's just I have some issues with being able
to see the reports on remote ISA Management installs, but on the server
I can see them fine. I also have some other repeated Auth prompts, which
was fixed at a previous site with Service Pack 1 being installed.

The 2 solutions I can find on the net are:
1) Reinstall ISA server and use the same config (Backing up first just
incase)
2) Add a registry key, but the tree above the key does not exist, nor
does the setup.stf file in the ISA Proxy directory

Any suggestions would be appreciated,
