This is the licensing decision made by the Windows team and honored by the ISA 
team.
Win2K3 WE is intended to be a single-function web server; noting more.
If you want general-purpose OS functionality, get Standard Edition.

It's just that simple.

Actually, what is the deal with Win2K3 Web Edition?

Is it simply a "stripped down" version of Win2K3, in which it can only run Web 
Related processes?

Or does it have some special optimizations built in, that make it run "better 
somehow" versus running a standard version of Win2K3 with it's version of IIS?

I've heard tidbits here and there on what makes Web Edition different (mostly 
regarding licensing differences due to the unique nature of Web
Requests) - but would be very interested in hearing anything else you guys have 
to say about the topic.

It's actually "no on licensing reasons". 
Win2K3 WE license disallows running any application other than standard 
IIS-based code.
