The only problem with this is licensing...
Plus, his request was to separate incoming and outgoing traffic across them.
This is a TCP/IP impossibility.

How about 2 different ISA machines with 2 different ip address coming in
and the same dmz zone?

You can't split traffic like that anyway.
The ISP you send on is the one that you will receive the reponses from.
The ISP that you receive from better be the one you respond to, or
you'll be "IP-spoofing" the remote host.

If you want two ISPs for failover, ISA can't do that.  You need a
software (rainfinity.com/rainconnect) or hardware (switch / router)
solution.

functionality and want to get this functionality. So 1 ISP will provide
