The new rule has been there for 6 days now, I would have thought that
any content would have timed out well before now ?

If the content was cached before, it still is cached now.
Changing the rules only affects cache content "from now on".
You'll have to delete the cache contents (easies to just delete the
cache file) and test from there. 
I'm working on a script that will let you delete cache contents
selectively.

May be I'm missing something here but this is what I've done, and it
does not seem to work, hence the question below.

I'm just working with 1 of the 40 odd URL's at the moment to try to get
this sorted for the user. If I can get it working for 1 URL then the
rest are easy, just a simple step and repeat & the local admin guy can
do that.

Last weekend I created a URL set  pointing at
HTTP://www.domainsite.com/* 

Then I created a cache rule, specifying the URL set as the destination,
and selected 'Never, no content will be cached'. This rules is lower
i.e. order is 1 and the general rule is order 2.

Problem still exists, ISA has been rebooted, the ladies PC has been
rebooted, and the IE history set to 0, and the local files deleted. But
still she is getting caches pages.

With my notebook sitting next to her PC, using a wireless broadband
card, we both navigate down to the ticketing area, and her screen come
up show different available ticket, hit refresh and it updates to that
the is on my notebook.

Any suggestions.

It is very possible.
ISA 2000 - create a routing rule that uses the list of site and
specifies "never cache"
ISA 2004 - same, but it's called a "web chaining rule"

Now another web cache related issue.

In an office with about 100 users, there is one user who complains
bitterly about the web cache. She books travel tickets, and the cache
means that she does not always see the most up to date ticket
information, where prices and seat availability can change by the
minute.

It seems that there is now way to turn off the cache for just a single
user, or is there some magi registry entry  ?

The other alternative is that I prevent the cache from caching anything
from a list of about 40 web sites where she has the issues, but again
this does not seem possible, or is there some registry tweak for this ?

Any suggestions on how to best solve this one.

Nope; bigger is not obviously better.
The only way you can determine this is to set some arbitrary size and
watch the reports to see how much content is delivered from cache.

There was once a starting point of ~100MB per user, but this is also
very generic.
It depends on your users browsing habits and whether or not the web
sites support caching of their content.

Anyone got some good oil on an optimun size range for the cache on an
ISA server 2004.
 
There are 25 users, who are fairly web active doing research on various
topics, and  100 other average users.
 
BIGGER is obviously better, but there has to be some trade off's some
where.
 
So what's a good size 50M, 100M, 500M ??
