I use ADSL (and a reasonably non-static ip address) with ISA without any
problems. You just need to ensure that you configure filter to resolve
addresses ie a DNS filter.

Dan,

You should not need a static IP address to use your cable modem with ISA.
If you have problems getting an IP address, stop ISA firewall and ISA proxy
services.
Do an ipconfig /renew from the command line.  Or just disable and re-enable
the adapter connected to the Cable Modem.  
Once you get an address re-start the services.  

Of course the cable company will need the MAC address of your router, or if
your cable modem is connected to your ISA machine, that adapters MAC
address.  They should not even care - nor should they -  that you are
running ISA.
