No, I don't need one for that. However, I do run a couple of web sites
and an Exchange server. I prefer not to use the dynamic DNS services out
there for them, so I have a static IP.

The original problem was a post on trying to test this prior to the
cable modem. I tested against my already functioning ISDN router. I
re-configured it to be a DHCP server. I did post about the final outcome
of that in another post, so I won't repeat it for brevity's sake.

Dan,

You should not need a static IP address to use your cable modem with
ISA.
If you have problems getting an IP address, stop ISA firewall and ISA
proxy
services.
Do an ipconfig /renew from the command line.  Or just disable and
re-enable
the adapter connected to the Cable Modem.  
Once you get an address re-start the services.  

Of course the cable company will need the MAC address of your router, or
if
your cable modem is connected to your ISA machine, that adapters MAC
address.  They should not even care - nor should they -  that you are
running ISA.
