CANNOT CONNECT TO EXTERNAL WEBSITES

I've ISA Server on Win2K Server, Win2K DC with DNS,DHCP for internal. My
ISA Firewall clients cannot connect to external websites. They can connect
to only sites within the country (BHUTAN). Any Idea?
