Sounds like you are in the same situation I was in (about 8 months ago). I
was "selected" to learn ISA server for our company.

In my learning experience, this book an excellent guide for ISA server.
Between the book and www.ISAserver.org I feel I have become very comfortable
with our ISA server. I haven't found any our documentation that even comes
close to being as thorough as these two sources.

Good Luck

Is this the best book to start off with for a new implementation, planning,
admin?

I have never even SEEN ISA yet, so keep that in mind please:

Configuring ISA Server 2000 : Building Firewalls for Windows 2000 by Deb and
Tom Shinder (May 2001)
