There is no way to "stop all audio traffic" unless you can say for certain that all web sites and streaming media sites will adhere to the standard conventions for delivery of digital audio; they don't. You can disable (just not allow) the standard streaming protocols and deny those types in Site and Content rules, but it's only a "finger in the dike".
