Institute a computer use policy within your company and when u find out
who the user is, fire him under the new computer policy!!!

Ok folks here's the deal so far.
User1 loves Agent and he kills my bandwidth connecting to
news.caribsurf.com on 119.
I the admin :) Kills all access to port 119
user1 changes port to 8080 (web proxy)
wahlah his agent werks... here's what i need
TO BLOCK HIS AGENT. without killing everyones web access.
