Blocking Ads

Sites like Toolzz.com and ISATools.org provide Ads sites blocking lists to
be used with ISA server. My question is that if these ads feteched from
their respective sites but are blocked by ISA to eneter the inside network
or no request is sent to the blocked ADs sites and so they are not
feteched. If the former is yes, then ISA does not help in saving the
bandwidth used for internet access rather it saves bandwidth of the inside
network- LAN. Please someone clarify this point.
