I am sorry for my english, but I am from Spain.
 
No, What I mean, is that all my users have FW Client installed in their
computers, and when I try to block some users, I can't.
I configure a Protocol Rules including the users thta I want that they
don't surf in Internet.

        From what I understand, You can't enable 'deny by user' unless
you run the ISA firewall client on each PC.
