Yep, I had exactly the same experience as you guys!

Decided I needed it back up and running, and it was quicker to recreate
it by hand.  At least I got the SMTP and WEB working within 10mins, and
no-one noticed that everything wasn't as it was before.  Which allowed
me to recreate everything else under less pressure.

I'd love to know how to use them though!

Mine didn't work either.  I actually had made a change (joined a domain
or changed server name or added an ip).  I ended up recreating it by
hand.

I recently tried to reload a BIF for my ISA configuration and it kept
saying that there had been changes to the array and the file was
invalid! 
There have been NO changes to this array...it is on the exact same
machine with the exact same service pack (2000 and ISA).  Anybody have a
way to read the BIF and get the rules out of there?  I don't want to
create this by hand, but it looks like I have no choice in this matter.
