ISA does not support this configuration.  It will see the second external
interface traffic as "spoofed".

I have an ISA server with 3 Nics, Nic 1 to the internal network, Nic 2 to
an ADSL connection and Nic 3 to a Cable connection all configured but Nic
3 is currently disabled. I want to create Access Policies and Policy
Elements for both external connections and disabled the ones associated
with Nic 3. My questions are: can I do that? and can I switch between
connections if one is down by disabling the Nic with the downed
connection?
