Not to panic; if ISA services fail to start, the server is more locked out
than if ISA was running.
This message indicates that a server publishing rule is using a client
address set exclusion that can't be found.
You can trace this out two ways:
1. go through the ISA MMC and walk the server pub rule and verify that all
of them use data sets that actually exist in ISA policy elements, and that
those policy elements are ok
2. go into the registry to where the error message indicates and see what
GUID is referenced for the ClientSetExcluded
    this GUID should be found in
SOFTWARE\Microsoft\Fpc\Arrays\{61EFC420-9150-47E4-ADF6-768E993D302C}\PolicyE
lements\Client-Sets\{GUID}
    each IP set in that client set will have its own GUID

I just got the below alert.  It says firewall failed, does this mean that
