What I think it's better to create tow routing rules and configure them
to use dial-up entry (both of them.)
Without using dial-up entry for backup route
I hope this solution will help.
If someone knows a better solution please advice.

Thanks for your early replay sir I have done this option but  how can i
enable use dialup entery for backup route without enable routing them to
specified upstream server. I am using dialup account with dynamic ip it
is not possible to specify the upstream server address.

1. Enable dialing for the Firewall service by selecting Use dial-up
entry. 
             In the console tree of ISA Management, right-click Network

         Configuration and then click Properties.
         On the Firewall Chaining tab:
         Click Use dial-up entry.
2. Enable dialing for the Web routing, by selecting the specific routing
rule's Use dial-up entry for primary route and Use dial-up entry for
backup route check boxes. 
            In the console tree of ISA Management, click Routing.
      In the details pane, right-click the applicable routing rule and

      Then click Properties.
      On the Action tab under Automatic dial-out, select Use dial-up
entry 
      For primary route. And backup route
3. Verify that a default gateway is not configured on any of the
internal interface cards on the ISA Server computers in the array.
