Is this a new installation.? If so you will need to stop and start the Web
Proxy Service to flush what's in memory to disk. ISA uses an obscure
algorithm to flush it.

Subject: [isalist] Active cache and disk cache

I have active caching turned on my ISA server. I also have an amount of disk
space set aside. I have noticed memory usage on my ISA server go up, but
nothing shows using the "cachedir.exe" off of the CD. If you have active
caching turned on, does ISA use the disk cache at all?
