IIUC, you want ISA to accept traffic from a host on the external network
while that host's subnet is defined as being on the Internal network?
Why is your network defined this way?

ISA enforces network definitions - if the source IP belongs to another
known network, that packet is dropped as "spoofed".

Hello,

I was wondering if ISA can be configured to answer requests on the
interface from which they came.  That is if a request comes to the
external interface can it be answered on the external interface even if
the source address could be reached on the internal interface?
