A bug?

Has anyone encountered a similar problem regarding ISA internal clients
external Net access would just quit working I have verified that schedule
access
is not the cause installed the latest SP and patches.
Whenever the problem arises instead of doing a complete reboot I would
disable the
external nic and re-enable and external Net access once again will work.
The problem happens consistently any ideas anyone?
