Hi Mathias,
Looks like a ftp error message. Maybe the requested ftp server does not
support passive mode. Check your client app to use ftp active mode. As long
as I know ftp active mode is only supported if you use the firewall
client...
Please do also check articles on isaserver.org regarding ftp protocol...

I got this mess when I trying to download files from sites, where do I make
changes in ISA so it can work?
ISA Server: extended error message :
200 Type set to I.
500 Illegal PORT command.
