2004 Web Proxy failed to bind its socket to 8080

Description:
The Web Proxy filter failed to bind its socket to 192.168.1.253 port
8080. This may have been caused by another service that is already
using the same port or by a network adapter that is not functional. To
resolve this issue, restart the Microsoft Firewall service. The error
code specified in the data area of the event properties indicates the
cause of the failure.

I guess I will follow these weak advice from Microsoft since this box
only has ISA installed - no IIS.

RESOLUTION
To resolve this issue, quit any program (other than ISA Server) that
may be using the port, and then reconfigure the program to use another
port. Alternatively, run the program on another server and use Web
publishing or server publishing to make the program available on the
external interface.
