NLB could provide reasonable load balancing, but I like it even less than DNS
RR for fault-tolerance.
NLB is completely application-ignorant, that is, it knows nothing about the
services it's "clustering", and can't adjust its behavior because of a service
failure.

Not without a firewall load-balancing act behind the ISA servers.
Only one ISA at a time can service secureNAT clients because their default
gateway defines their behavior.
