10061 - Connection refused

   I have about 6 web sites published by Web Publishing Rules, and last
week sometimes my internal and external clients receive this error:

The page cannot be displayed 
There is a problem with the page you are trying to reach and it cannot
be displayed.

Open the www.mycompany.com home page, and then look for links to the
information you want. 
If you believe you should be able to view this directory or page, please

Technical Information (for support personnel)

Background:
When the server, while acting as a gateway or proxy, contacted the
upstream content server, the connection was refused. This usually
results from trying to connect to a service that is inactive on the
upstream server.

After it, I just refresh the page and it's work as well.
I have W2K SP3 and ISA SP1 at my ISA Server.
Does n1 can help me?
