I am assuming all non-repoducible issues have been closed.
I'll be labeling and assigning people to issues.

@Miquel, Kewin: I didn't see the features get added to the tracker.
I'll add them.

* Cherish/urgency multiplexing: Miquel

* Transmission control policy (rate-based flow control): Kewin
