[Ilugc] solved wget for proxy but not lynx

but i'm not able to make my lynx working.
set the env variables ``protocol''_proxy to the proxy host and port.
ex:
http_proxy=a.b.c.d:3128
Didnt follow the wget thread on this... but I think I did it using the above
method sometime back..
