Yes, but not directrly (as in there is no form property that will do it).

Are there any GUI tools in linux like VB.
Kylix from Borland. There is a "free" version too, but you are permitted to
create only GPL programs with that, the pro and enterprise version let you
choose runtinme licensing.
Kylix is source compatible with Delphi on Windows (if you use the CLX instead
of VCL). We use it internally for cross platform development . Also, we do
VB->Delphi->Kylix to move our desktops from Windows to Linux.
