You may not always land up at the root prompt!
By default GNU/Linux/Debian (let me be safe) systems start up
slogin and not bash. Which means you need root password to boot into
single user mode.
If single user mode fails, then you may try using a rescue floppy.
Or an installation CD-Rom (choose rescue mode).
Well, there's another neat way to do it by using the other kernel
parameters! Go ahead and read the docs to find out!

boot into your system by typing
#linux 1
at the boot prompt
you will be landing at the root prompt.
#passwd -d root
now give
init <runlevel>
