[Ilugc] ftp connection problem

Hi luggies,

I tried to make a ftp connection with my linux box but it reported an error as 
following

ftp 202.93.128.115
Connected to 202.93.128.115.
421 Service not available, remote server has closed connection

The ftp rpm is properly installed.  Which service I have to start ?
The linux box is pinging & accepting telnet connections.
