No! Debian packages go into said ISO images based on their

I think so. But My recommendation would be for the sarge netinst ISO
and installing everything from the net. I'm sure you wouldn't be
installing everything thats on the CDs. But yeah, its a pain if your
ISP keeps disconnecting you every now and then.

Not entirely. Some of the core programs like dpkg, apt-get, dpkg-deb,
etc.,. are compiled binaries. But there are lots of shell and perl
programs as well.
