You are probably talking about KDE. GNOME follows
an ideal
methodology (HIG and simplicity) for it's design. A
novice user will
find GNOME as much user friendly as any other
desktop system.
Yes KDE and Konqueror do resemble the Windows-Explorer
experience.
GNOME is more into the Mac OS style.
You can even say it makes Linux the poor-man's Mac :)
