Nope. As I quoted before, it can be a configuration issue. Moreover, this
issue could be more tied down to supposedly "user-friendly" distros like
RH/Fedora on their default autodetected configuration. If your system is
slow/irresponsive, here are some quick hints to speed up:
1. Disable all startup services that you dont require. If possible, tweak
around and optimize.
2. Check if your X Window System is configured to use the correct display
drivers [there are chances that your X display driver is set to VESA
Framebuffer, which will definitely make your GUI too slow]. Where possible,
install the vendor supplied drivers for your display (eg., Nvidia cards, ATI
cards).
3. If your system has less memory (< 256 MB), switch to lean desktop
environments like XFCE, WindowMaker, IceWM, Enlightenment, or any other
window manager + file-manager of your choice.
4. Try moving to lean browsers like Firefox or Opera (as opposed to Galeon,
Mozilla, Netscape and so on... they seem to be too slow at times).
5. If you are looking for good performance (at the cost of having to get
your hands more dirty with manual configuration stuff), try Slackware (okay,
you can also try Debian or Gentoo).

Personally, I found Linux way much faster (than Windows 9x/2000 atleast) on
my good old Thinkpad (which has 32 MB RAM). I use Openbox+ROX+Opera on
this box, and its highly usable for web browsing atleast. Windows 2000 wont
even bother to start on this machine ;-).
