[Ilugc] Rockwell modem driver

Before i switched over to linux(RH9) i was using windows 98SE. I find
that the that my internet connection is much slower than it was under
windows.
This is a general problem which i also faced.
I feel it is not a driver issue, but the way the data is transferred to the
browser under X.
In other words i feel it is an issue with the x server and client.
I felt that All GUI stuff including refreshing is slower in linux than in
windows.
