[Ilugc] Query regarding mail agent that gives clear attribution

I have noticed that some of the members post reply messages with very
clear attribution like this:

"RK" == Ramanraj K <Ramanraj> writes:

RK> some posting content
RK> under reply

Reply by the sender.

I am sure this is not done by hand.
Which mail agent is used to read and reply mail? How to configure it?
