I faced a similar situation sometime ago. As usual T Shrini helped me
out.  First mke sure you have i bus installed . There are two
confusingly similar font sets to choose from in ibus:  Tamil phonetic (m
17n), Tamil itrans (M 17 n). Make sure you choose Tamil phonetic .

Hi,
I have been using Linux Mint for the past 5 months. Previously, I was using
Ubuntu 16.04 and could easily set up Tamil typing using the 
instructions..........
