routes to any destination (atleast until it reaches singtel).  All

Again, between hops 3 & 4 there seems to be a big difference in the 
round-trip time.  Doesn't this mean that that part is a long distance 
(may be satellite) link ?

Yes - there's heavy latency involved - anywhere from 750 ms onwards - on 
a satellite hop.
