Too many acronyms, but Rishab Aiyer Ghosh and others have successfully
popularized "FLOSS" - Free/Libre and Open Source Software.
The expression FLOSS was used in a gloss, and the flaw in FLOSS is
redundancy. "Free software" is simple, elegant, direct and particularly
it, ought to be used in legislation or other legal documents. More on
this was at:

Many of the postings at
www.gnu.org.in/pipermail/fsf-friends/2003-November/thread.html touching
upon this matter were written last November, when the South Australia
bill mandating procurement of "open source" software in govt.
departments, using the very terms RMS and FSF have been advocating all
these years was pending. I wrote to OSI to promote and use "free
software" terminology in govt. circles, but it was of no avail, and the
enactment followed shortly thereafter. "Free software" will gain
currency when its elegance can be more widely seen and appreciated.
