the huge number of open relays and open proxy servers on their network is a
gigantic security problem - right.
but the huge number of spammers hosting with them is the sign of a policy
enforcement problem ... or rather the sign of complete absence of anything
that could be termed as policy.
If you are dishnet customers - I'd suggest you yell at your contacts there
about this.
