Under normal circumstances, wu-ftpd would be installed but disabled in
xinetd. Check if ftp is installed using rpm -q ftp command. If it is
installed, check the /etc/xinetd.d directory. Open ftp file in vi and
set disable = no. Restart xinetd. In case you want to be secure, look at
chroot for jailed root. You will also need to decide and provide links
to a restricted set of commands in a directory as bin so that minimal
commands outside the ftp commands work.
